DCCA Administration

DC&CA's involvement in the community at large, it's clear quantifiable measures of performance such as the timeliness and accuracy of the initiation of programs and activities, DC&CA will continue the well-defined roles in providing assistance, reviewing existing rules and regulations as well as policies and procedures as set forth by each activity and make recommendations to the community when necessary. This will also greatly shift away programs which are less effective or important in order to support other required activities as our community continue to enjoy the development of programs. In line with the availability of fund, DC&CA will maintain and continue the implementation of programs and activities as mandated to meet the demand of the community.


 

We pay tribute to the dedication and professionalism of our colleagues in DCCA. These qualities have been, and will continue to be, directed to serving successive governments and, through them, the people of Tinian.


 

Accomplishments:


 

  • The following activities coordinated by DCCA Sports / Rec and DYS in collaboration with the Youth Center and other community members:
    • Harlem Trooters basketball team
    • Domestic Violence Government Softball tournament

    • Tabacco/Drug Free Government tournament
    • Inter Island Basket Ball & Softball league
    • Aging Ground Golf/softball tournament
    • Sports clinics for little league and basket ball

  • DCCA Tinian has been granted the NTP (notice to proceed) in the Roofing and Shutter Mitigation from Public Works and PAO. The Hazard Mitigation Program has approve funding with amount of $155,000.00 to renovate roofing and install new shutter for the Tinian Gymnasium
  • Certification of Training on knowledge and skills to execute basic NAP requirement
  • ICS/NIMS Compliance under Homeland Security directives
  • FEMA training for Debris Management Planning
  • Re-establish TASA with community members to handle all sports events
  • NOAA preparedness training & certified every year
  • Participate in Dr. Knox Socioeconomic Impact Study under the JGPO EIS program
  • Hired 40 WIA summer youths and distribute to various divisions of DCCA.
  • Coordinated and process 8 local artists to participate festivities for the Annual Flame Tree event.
  • Participated and escorted local artist from Tinian to participate the Micronesian Fair in Guam. 6 local artists were nominated to showcase their talents on the festivities.
  • Receive $600.00 worth of painting materials (paint –blue, white and yellow) to refurbish Disability parking stalls.
  • Hired one FTE under Division of Youth Services
  • Certified 11 additional Child Care providers under the Child Care Program
  • Gave rebates and giveaways (refrigerators, toe bags, air-con, florescent light bulbs and raffled 25 electric fans to the public and recipients under the Liheap/Reach grant program
  • Re-establishment of the Boy Scout Program (Troop 914), re-election of new officers and parent volunteers under the Aloha Council.


     

  • In collaboration with the upcoming basket tournament between Saipan's Hotel establishments, Tinian Dynasty has offered to replacement 25 defective light bulbs, repaint basketball linings and perform minor repairs on the Gymnasium restroom facilities.


 


 


 

DYS


 

The Mission of the CNMI child and family service system is to promote strong families and

health child rearing practices. The focus includes educational and preventive activities and

services that give children and family opportunities and interact, to learn life skills, and to

develop the ability to cope with challenges. Furthermore, clients are assisted to ease their

individual crises and work through problems by building on their strengths.


 


 

The agency views the family unit as a system and intervenes in ways to keep the system intact and reinforce the influence of the parents. All services are coordinated with and cognizant of the family role and importance.


 

Accomplishments:

  • Youth empowerment

Aging

We serve as an advocate for our Senior Citizen of Tinian. Out programs help the elderly and improve their participation in society, promotes awareness of available resources, fosters development of local programs, and supports research and education for the elderly.


 


 

Accomplishments:


 

  • Manila Trip – Man'amko's were given the opportunity on a group tour on remote and scenic views of Manila and had an executive checkup made possible through the assistance of Mayor San Nicolas.
  • Donation from the United Filipinos Association (Tinian) in the amount of $500.00.
  • On a quarterly basis, our office initiates routine health and vital sign checks on our senior citizens. These services in collaboration with THC added to its occupational therapy and physiotherapy staff. Incorporate and implement weekly status checks for high blood testing and sugar level with our Aging staff.
  • Establishment of the Man'amkos Advisory Council
  • Recruitment of 5 Title IV employees, pending 2 additional candidates
  • Gifts given to all congregate recipients courtesy from Saipan Aging Office and Evelyn David
  • Participated in the Bonzi Ceremony

HPO


 

The Historic Preservation Office (HPO) was established by the passage of the CNMI Historic Preservation Act of 1982 (Public Law 3-39).The intent of Public Law 3-39 is to (1). Ensure the identification and protection of significant archaeological, historic, and cultural resources in the Commonwealth; (2). Educate the public concerning matters relating to local history, archaeology, culture and historic preservation; and (3). Develop historic and cultural properties to allow them to contribute to the cultural, social, and economic growth of our citizens.


 

Accomplishments:


  • HPO is proud of its publications collection, especially as our office continues to produce and provide the CNMI and the world with two to four new publications annually. Working with local and professional historians, HPO manages to illuminate more and more about our past.


     

  • Review and compliance plays a huge factor in certain areas, such as coastal zones, are more prevalent with pre-latte and latte associations. Monitoring conditions are stipulate in the clearances, thus equating the need for HPO personnel to be present before any earthmoving activities. Ex: IARII and Survey of EMUA and Lease back for the proposed Military Installation and new potential landfill.


     

  • Maintain sites such as Masalog Area, 509th Bomb, Japanese Jailhouse, Police Station, Japanese Patio, underground fuel bunker, Japanese Power Plant.


     

  • Discovery of new sites to be nominated under the National Park Registry for more Tourist attraction.


     

  • Under grant assistance, HPO Tinian was able to purchase a new truck to perform administrative functions and compliance applicable under the CNMI and Federal regulations.


     

  • Projects:

BSA - Scout Program

Accomplishments:

Spearheaded under the supervision of Mr. Kurt King and Mr. Tano King. Both received basic leadership skills workshop in collaboration with BSA Coordinator - Saipan.

Refurbishing of new building located at YCC (old municipal gym). This building will be used for the sole purpose of Boy Scout recruitment, planning and training.
